Ninety-four Kansas counties are in authorized or pending RC&D areas.  There are currently nine authorized RC&Ds, two pending and one forming.

Mission Statement

The mission of the Smoky Hills RC&D is to coordinate those efforts of member counties in sustaining and enhancing the quality of life, in promoting economic development, and in providing meaningful and effective educational opportunities while encouraging efficient and wise use of our natural resources.

  What is an RC&D?

RC&D stands for Resource Conservation & Development.

Smoky Hills RC&D
was formed in 2003 and has not yet been officially authorized by the USDA.

The program was initiated in the Farm Bill of 1962 and is administered by the U.S. Department of Agriculture's Natural Resources Conservation Service.

The Smoky Hills RC&D is a 501 (c) (3) non-profit organization created to help groups and individuals develop and improve the social, economic and environmental conditions in their communities.


Local People are the Key

The Smoky Hills RC&D is led by a local volunteer council formed from people of all walks of life —
farmers, ranchers, teachers, local entrepreneurs, bankers, homemakers and others.  These people volunteer their time to help make positive things happen in their communities.

The NRCS has leadership in USDA for the nationwide RC&D program.  NRCS assigns a coordinator to work with the council to help plan activities and provide assistance for council projects.  All other staff is supported through the RC&D itself or through project funding.
